Constitutional and Public Law
Constitutional law is intended to protect constitutional and civil rights while administrative law regulates the relationship between governmental authorities and the individual. Although there is no written constitution in Israel, rights protected under the Basic Laws are considered constitutional rights.
In the past, when the right of a citizen was violated by the state, the only way to obtain relief was by filing a petition with the Supreme Court, and in 2000, the Administrative Courts Law was enacted – which established Administrative Courts within District courts. The law removed some of the issues from the jurisdiction of the High Court of Justice and transferred them to district courts, which is a closed list of subjects under specific laws.
Therefore, when a person feels that his rights have been violated, the first step is to determine whether the matter will be brought to the High Court of Justice or an administrative Court.
